I assume they put it on her armor so if she fails, the book ends up in the hand of the enemy giving the Qunaris a reason to invade/start a war. They probably didn't expect it to get turned to stone...

Maybe every Qunari has a Tome of Koslun somewhere on their armor, and we just don't get to see it.
Sten's codpiece does look oddly blocky...
