Considering how often people die in public spaces in Kirkwall, perhaps it’s not so strange that the people who live there don’t care. Though you’d think they’d try to move out of the way at least when the fireballs come crashing down all around them.

It IS odd to see those bastards walking around, doing whatever they want while you massacre a whole batch of bad people. ._.; At least in the first one, the fights were a little more out of civil areas.
It's so nice to slaughter an entire pack of bandits, corpses falling at the feet of some guy resting against the wall, and he simply stays there.
And 9 years later, he's still there. In the same clothes, no less! Some workers at the Blooming Rose even comment on the immutable hairdos. XD
And THEY never notice you or your friends are mages XD
At least in the first game people would run if you started a battle in the building
