It's concerning how many torn pants you find in Kirkwall. Zenat and I discussed it and frankly this is the only "logical" explanation we have for it. In Kirkwall it's clearly worse to walk with torn pants than none at all... and with the architecture as it is I imagine many pants are torn each day.

Wearing torn pants is indecent.
But closely examining someone else's torn pants in the middle of the street is not.
